Land Tax Catch-up ramp in white is better in a multiplayer format, and as one of best white enchantments Land Tax is the best of those effects
Still, a simple tap cost and no mana required, and ways to buff vanilla creatures or flicker them to reset them, means that this Wizard has some intriguing lines of play
